    Between Europeanisation and Corporatisation : Poland’s nation branding and soft power for public consumption

    Focusing on the “state” rather than the “nation,” this article explores the interplay between nation branding and Poland’s soft power statecraft. Contextualised by Poland’s European orientation in foreign affairs, this Bourdieusian study focuses on the field of diplomacy and statecraft, particularly its communicative practices for the articulation of soft power. Aided by policy documents and campaign artefacts, this analysis of interviews (n=45) with state actors and newcomers to the field, nation branders, traces their actions, and unfolds the effects of their practices on soft power statecraft. The central argument emerging from the analysis of findings rests on the cultural conditions and ideological effects of nation branding on the field. On the one hand, I find, these effects advance the process of “corporatisation” of Poland’s soft power statecraft. On the other hand, the embeddedness of nation branding in Poland marks a cultural shift in soft power statecraft towards technocratic and transactional promotional culture

    Re-visiting ‘Solidarność’: Propaganda of protest and campaigning of the social movement

    This article analyzes Polish Solidarity’s propaganda practice. Drawing from a discursive archive comprising cultural artifacts, the movement’s policy statements, and augmented by interviews, this Foucault-inspired study reveals how “propaganda of protest” became a “pillar” of the Solidarity movement’s campaigning. This study analyzes propaganda strategies and tactics for mobilization and political engagement among Poles, and how campaigning aided power shifts between the movement and the authorities. Contextualizing this analysis in the Sovietized settings, this study shows that propaganda was inherent to Solidarity’s transgressive and subversive campaigning in multiple areas of the movement’s agency: mobilization and support building, construction of collective identities, coalition-building, issues management and policymaking, and implementation. Finally, I argue, that the qualities of Solidarity’s propaganda were culturally-grounded, based on the self-presentation strategies as well as the zeitgeist belief in engagement of workers’ with trade unionism rather than policies of the state socialist regime

    A Risk Management Perspective on Statistical Estimation and Generalized Variational Inference

    Generalized variational inference (GVI) provides an optimization-theoretic framework for statistical estimation that encapsulates many traditional estimation procedures. The typical GVI problem is to compute a distribution of parameters that maximizes the expected payoff minus the divergence of the distribution from a specified prior. In this way, GVI enables likelihood-free estimation with the ability to control the influence of the prior by tuning the so-called learning rate. Recently, GVI was shown to outperform traditional Bayesian inference when the model and prior distribution are misspecified. In this paper, we introduce and analyze a new GVI formulation based on utility theory and risk management. Our formulation is to maximize the expected payoff while enforcing constraints on the maximizing distribution. We recover the original GVI distribution by choosing the feasible set to include a constraint on the divergence of the distribution from the prior. In doing so, we automatically determine the learning rate as the Lagrange multiplier for the constraint. In this setting, we are able to transform the infinite-dimensional estimation problem into a two-dimensional convex program. This reformulation further provides an analytic expression for the optimal density of parameters. In addition, we prove asymptotic consistency results for empirical approximations of our optimal distributions. Throughout, we draw connections between our estimation procedure and risk management. In fact, we demonstrate that our estimation procedure is equivalent to evaluating a risk measure. We test our procedure on an estimation problem with a misspecified model and prior distribution, and conclude with some extensions of our approach

    Computing multiple solutions of topology optimization problems

    Topology optimization problems often support multiple local minima due to a lack of convexity. Typically, gradient-based techniques combined with continuation in model parameters are used to promote convergence to more optimal solutions; however, these methods can fail even in the simplest cases. In this paper, we present an algorithm to perform a systematic exploratory search for the solutions of the optimization problem via second-order methods without a good initial guess. The algorithm combines the techniques of deflation, barrier methods and primal-dual active set solvers in a novel way. We demonstrate this approach on several numerical examples, observe mesh-independence in certain cases and show that multiple distinct local minima can be recovered

    Facebook as an instrument of election campaigning and voters’ engagement: comparing Czechia and Poland

    Adding to the growing scholarship on the use and role of social media in election campaigning, this article examines and compares the character and determinants of Internet users’ engagement with political party communication in 2013 and 2015 Parliamentary election campaigns in Czechia and Poland. Apart from the relationship between the thematic focus of party-produced content and the level of users’ interactivity, the study also explores the way the tonality of users’ comments is influenced by different types of party communication, as well as by users’ gender. The results suggest that the level of support for a party status is largely independent of the content of the message in both countries. The type of content has, however, an effect on the intensity of criticism by the users, with policy-related subjects generating more negativity than mobilization- or campaign-oriented statuses. Finally, the study points to both gender gaps and gender as a strong predictor of user negativity, as female users – while constituting a minority of participants in both countries – tend to be significantly less negative in their comments towards the home party. Overall, the comparative study reveals both similarities and differences in the way Czech and Polish parties utilize Facebook as campaign platform, as well as in their respective Internet users’ engagement with parties messages

    A Measurement of the Coulomb Dissociation of 8B at 254 MeV/nucleon and the 8B Solar Neutrino Flux

    We have measured the Coulomb dissociation of 8B into 7Be and proton at 254 MeV/nucleon using a large-acceptance focusing spectrometer. The astrophysical S17 factor for the 7Be(p,gamma)8B reaction at E{c.m.} = 0.25-2.78 MeV is deduced yielding S17(0)=20.6 \pm 1.2 (exp.) \pm 1.0 (theo.) eV-b. This result agrees with the presently adopted zero-energy S17 factor obtained in direct-reaction measurements and with the results of other Coulomb-dissociation studies performed at 46.5 and 51.2 MeV/nucleon.Comment: paper to be published in Phys.     Mossbauer spectroscopy in the temperature range between 4 K and 270 K was used to more clearly define the magnetic phase diagram of Mn2-xFexAs0.5P0.5. It is shown that antiferromagnetic and paramagnetic states coexist in the alloy Mn1.4Fe0.6As0.5P0.5 in the temperature range of 150 K < T < 160 K

    Coulomb fragmentation and Coulomb fission of relativistic heavy-ions and related nuclear structure aspects

    The Coulomb excitation of 208Pb projectiles has been studied at an energy of 640 A MeV. Cross sections for the excitation of the two-phonon giant dipole resonance were measured for different targets, and show clear evidence for a two-step electromagnetic excitation mechanism. The experimental cross sections exceed those calculated in the harmonic oscillator approximation by a factor of 1.33 ± 0.16. The deduced 27-decay probability is consistent with the expectation in the harmonic limit. Finally, the excitation of the two-phonon giant dipole resonance in the deformed and fissile nucleus 238U is discussed
